Bookmarks not working

I have a PDF of a document created by the U.S. government. The original document did not have any bookmarks to assist in navigation. Some bookmarks were created a while ago using Adobe Acrobat 9, but the project was not completed. I want to complete adding bookmarks. When I open the file in FlexiPDF 2022 Pro, only the top-level bookmark is displayed. It has a plus sign in a box, indicating that there are sub-entries beneath it, but clicking on the box does NOT open the bookmarks menu. Nothing happens.

I also tried opening the same file in FreePDF 2025, and the same thing happens: only the top level bookmark displays, and clicking the plus box has no effect.

Windows 10, Dell Inspiron computer.

Please advise.

Update: The bookmarks work properly in FlexiPDF 2017 Standard, but NOT in FlexiPDF 2022 Pro or FreePDF 2025.

Thank you for bringing this issue to our attention. The bookmark problem does not occur in our tests with FlexiPDF 2025, so we need the affected PDF file to investigate it further.
