Hi,
Sorry for the delay in reporting this. I still do some modification work of texts from time to time for students with low-vision. I decided a recent work I undertook for a QTVI (Qualified Teacher for the Visually Impaired) to test the Beta's Export as EPUB function. All the text was dark and all images withing the text were placed in the first pages of the EPUB.
Doing the same thing in LibreOffice Writer, no such issues.

Re: Poor export as ePub in Beta 9
I haven't tried the epub exported on the beta. To my acknowledgment no changes have been made to it.
Last time I tried was in the 2024 version and I found that part of the issue was that TM uses the old epub2 specification instead of the cleaner epub3. I also found that the way TM splits chapters was less than ideal. LibreOffice gives you more control. But even so, I thought it wasn't good enough and I ended up using Sigil, instead. A proper epub editor. Calibre can also get the job done, if you don't mind it flooding the html files with calibre tags.
