Problem inserting comments to identify start of a section in a document to be moved to a later section

Issue with inserting Comments. I am currently in the process of writing the Unofficial Manual for Zorin OS 18 Core, a GNU/Linux distribution, using the one I created for Zorin 17 as a Base point. I place the cursor in the text where I want to add a comment to indicate an 'end of section' for moving further down the document, and the comment jumps to an earlier part in the document (it is in .odt format).
