Why is FlexiPDF asking for a password?

The (U.S.) NTSB (National Transportation safety Board) final report on the loss of the tourist submersible Titan is been released. The report is an 87-page PDF.

When I try to open it with FlexiPDF, I get an error message telling me that a password is required. Yet the file opens fine with Adobe Reader XI, Foxit Reader, Bluebeam Vu, and with Lightning PDF Professional. The document was created by a government agency and distributed for public consumption. It obviously is not password protected, so why does FlexiPDF (and FreePDF) report that a password is required?

However, if you check the document properties — for example, with Adobe Reader — you will see that write protection (not read protection) is active.

So if other readers do not display a message, but FlexiPDF displays a message about password protection, I don't think this is wrong.
In FlexiPDF, you can still open the document for reading just like in any other PDF viewer.

It didn't open for me in FlexiPDF. It stopped at the password required screen.

Strange, in my case the file was opened by FlexiPDF after pressing OK on the password required message.
