Comment navigation is broken

I have a document that has comments from page 17 forwards. Because is an odt file, it never remembers where I was when editing. When using the «Next comment» button under the review tab, to take me where I was, instead of taking me to comment 1 it jumps down to comment 25 or further down with no reason. This can not be reproduces in TM24

We were able to reproduce the issue, and I have forwarded it for further investigation.
