Quotation marks in wrong language and font

I have set the default language for TM to English. Letters in the Latin alphabet come out in the "Latin typeface" font that I set. But when I type quotation marks (' or "), they are always formatted in the "Asian typeface" font, even when the surrounding text is all in the "Latin" font and no Asian-language input method is enabled. As a result, the quotation marks stick out from the surrounding text and look very ugly. The only solution I have at present is to change the character font manually in each location. Quotation marks that are not input using an Asian input method should be treated as Latin text, not Asian text.
"Smart Quotes" are enabled in the settings.

How can this be fixed?

I cannot reproduce this problem:

1. I have opened Format > Character and chosen Times New Roman 10 for Latin text, but SimSun 28 for Asian text.
2. I have then typed Latin text and quotation marks, and they all appear in Times New Roman 10.

Can you upload a sample document that I can check?

What happens if you disable Smart Quotes?
