Changing Normal.tmv is the right thing to do, but as it seems, something has gone awry with your template folders. Have a look at Tools > Options... , tab "Files": on top, there is a field "Template folder". TextMaker stores all your templates in the folder indicated there. Check if this is the fold...

Tools > Options.., tab "Language". In the lower right corner there is a dropdwon list "Smart quotes". Choose "English" or "None" for straight marks. Probably yours are set to "German" or to "Auto" (automatically adjusted to the language used).

When you try this option, you get a dialogue box where you can set the text encoding (e.g. Windows Codepage, UTF-8, Unicode). Just to make this clear: SoftMaker's boss isn't my boss. I have no professional association with SoftMaker whatsoever. SoftMaker volunteers are just experienced users willing to do beta testing and to help others in the forum.

Individual UI customisations are saved in tmw16config.ini, tmw16tools.dat (toolbars) and tmw16keys.dat (keyboard shortcuts). The TextMaker file format has been changed from 2012 to 2016. Support for the new 2016 tmd-format will be included in the next update of SMO HD for Android. Until then, you may choose "TextMaker 2012 (*.tmd)" as file format when saving in TextMaker for Windows.

I think, as the title "Recent" says, this list shows the documents last opened in PlanMaker/TextMaker/Presentations, just as the list at the bottom of the "File" menu. I don't think this has anything to do with which file types are associated with SoftMaker programs.

Freddie, I completely agree with you (in fact, I wrote something similar in the German forum in January). By the way, it's quite the same with Mac OS X which reached the top at 10.6.8 and has been on its way downhill since then.
