The PDF Export dialogue box, tab "Preferences", has an option "Use relative paths for file links". Does this change anything?

I am sure you've found the perfect solution. Embedded objects are, just as you describe it, quasi-letters and as such part of the text. Frames are not a part of the text, they are effectively on a separate level (see "object mode" vs."edit mode"), even if they can be anchored to a text paragraph. So...

By inserting a chapter break (look for "Page formatting" > "Dividing a document into chapters" in Help). The new chapter, beginning on page 4, gets header and page number (not necessarily starting with 1; see Format > Chapter.., tab "Chapter").

Indeed. I did some web research now. Instead of Hunspell, developers' efforts for Finnish went into Voikko, which is only available for LibreOffice/OpenOffice and Firefox.
