Planmaker no longer able to open old Excel format files?

I attach a data file (not a complicated file) in an old Excel format. Planmaker does not seem able to open it. I'm wondering: Has the ability to open old formats in Excel been removed from the latest Planmaker versions?

All versions of the PlanMaker I have (2004, 2006 and 2008) give for the file under question the same error message:
"This file contains an older version of the Microsoft Excel format".

MS Excel 2000 opens the file but with the warning message.

I get the same error... FWIW, OpenOffice Calc opens it, but you're right... pretty straight forward file. Just three columns and 40 rows of unformatted text. Wierd.

That's an Excel 2.1 (!) file. PlanMaker never had the ability to read or write files below Excel 5.0.

I didn't realize it was as old as that! I have been accumulating little data sets for teaching for a long time.
