CSV file column format

Hello

I have imported a csv file from an older version of PlanMaker (from last year) where the contents of text columns are enclosed with apostrophies.
In the new version of PlanMaker, if I save the file in csv format, the apostrophies disappear.
If I choose to save as a csv file with additional options and choose the apostrophy to surround the text, all the columns, even numbers, are surrounded by apostrophies.

Any ideas?
