question about localization

question about localization

I've placed this question to Linux forum as Linux is for more skilled users who likes to do experiments....
by quick review of folder structure I found that program localization is probably saved in dwr files, eg. basicmaker_us.dwr.
is it possible to have some short description of dwr file format ? (I guess that is it compressed XML,...)
I don't have time to discover binary files, but I have limited resources + tools to translate it from English to Czech. My wife uses SMO 2010 for Win and she is quite happy with it, except of fact that she don't understand English, so Czech translation is welcome.
